I agree Muffin, but the way it was explained an ISP actually pays most for upload which is generally why they give more download.
OF COURSE the ammount you pay probably doesnt even equal close to what they give you or filter out.

Not true, bandwidth is bandwidth*, and they run and own all of their equipment. Like RoadRunner here has a backbone to the major parts of the USA. They cap upload so you don't host servers or do a lot of P2P. They want you to buy a better plan for that.
Referencing Wholesale bandwidth, depending if a company contracts through someone else who sets different prices it could indeed be true.
